Scribe
According to the colophon to the second part of the manuscript, it was written by Ṭedros b. Moses Ben Al-Konsṭanṭini (טדרוס בן משה בן אלקסטנטיני), however, the dates are problematic. It seems likely that the scribe wrote only the second part or, at the very least, there was a large gap between writing two parts of the manuscript. The speciemen appear different as well. So that's why this Hand does not have a Scribe attached to it while the second Hand of this Item does.
